Role of the ARC:
The Architectural Review Committee (ARC) is a standing committee established and appointed by the Heritage Hill Community Association (HHCA) Board of Directors (BOD). The ARC consists of two or more volunteer residents who meet as needed to review architectural applications submitted by residents and lot owners. The committee carefully reviews each application to ensure that the proposed new home or requested changes adhere to the guidelines detailed in the Heritage Hill Community Association Covenants.
Article III of the Covenants, Conditions and Restrictions for Heritage Hill Community Association (HHCA) provides architectural guidelines for the ARC to oversee and make recommendations to the BOD on. The ARC is charged with regulating external design appearance for new construction as well as ensuring improvements to existing structures are consistent, as described in these architectural guidelines for homeowners. The ARC is also the proponent for updating the architectural guidelines and published the following detailed guidelines as a supplement to the covenants to ensure the character of the community is effectively maintained. Please Refer to the Covenants, Architectural Design Guidelines, Illustrated Architectural Design Guidelines, and the Illustrated Landscape Design Guideline prior to completing your new home application. The Illustrated Architectural and Landscape Design Guidelines must be included with the new home application.
New home construction requires approval from the board of directors prior to any work commencing. For your convenience, a Covenants Quick Reference Guide is available to clarify the content of the Master Covenants and Restrictions.
Article III, Section 3.2(c & d) of the Covenants specifies that before any new construction or external modification to existing structures is started, the owner is to submit written details of any proposed project for approval as described in these guidelines. The ARC is the conduit for coordinating approval of submitted architectural applications. The BOD is authorized to approve or reject recommendations of the ARC. Applications are submitted to the ARC for review prior to making a recommendation to the HHCA Board.
Applications are site specific. Similar modifications to structures at other addresses cannot be used as precedent for approval. The ARC will review applications for conformance to the minimum guidelines established by the HHCA covenants. The ARC will forward their decisions in response to all written formal applications to the HHCA Board of Directors for final action. Homeowner applicants must not purchase materials, engage contractors or initiate work before a positive Board determination is made.
The new construction application is attached at the link below. Please fill out the form and mail or email the form to the ARC. Please provide complete home plans, a site plan and landscape plan. The ARC will review for conformance to the covenants and forward with recommendations to the board of directors for final approval. If lines of communication are open, the process should take approximately 15 days.
In addition to the New Home Construction application, homeowners will complete the Illustrated Architectural Design Guideline and Illustrated Landscape Design Guideline.
The illustrated architectural design guideline supplements the new home application as a visual, contractual agreement between the homeowner and the Heritage Hill Community Association. Homeowners will complete this guideline jointly with the architectural review committee (ARC) to confirm the architectural details of your new home.
The illustrated landscape design guideline supplements the new home application as a visual resource. This document is intended to convey design styles, elements and materials for landscape submittal with the goal of the continued uniform and high quality development of Heritage Hills.
The completed architectural and landscape design guidelines enable the ARC to verify compliance with the community's protective covenants and conformity with the general character of the neighborhood. The end result of this process will be a quality neighborhood that will protect and enhance the investment in your home site.
Homeowners will complete each page of both guidelines by providing the requested manufacturer, color, product name, and contractor information. Typical examples of colors, styles and patterns will be checked or circled to clarify the architectural details of the new home. During the construction process, the ARC will periodically reference this contract to validate the homeowner’s approved design details.
Current homeowners that make changes to their property may submit a VARIANCE REQUEST thru the ARC for the board of directors approval. These changes include new additions, patios, play equipment, and fences to name a few.
